The U.S. District Court for the District of Columbia granted Empire Offshore Wind LLC a preliminary injunction today that allows construction activities to resume on the Outer Continental Shelf.

The New York offshore wind farm was subject to a Trump administration stop-work order in December 2025.

Empire Wind is more than 60 percent complete.

Empire Offshore Wind LLC filed a civil suit earlier this month in the US District Court for the District of Columbia, challenging the US Department of the Interior’s order directing a suspension of the Empire Wind project.

The offshore wind farm began construction in 2024. Commercial operation is scheduled to start in 2027.

Empire Wind is being developed under contract with the New York State Energy Research and Development Authority. Once completed, the project will be able to power approximately 500,000 homes in New York.

Equinor has invested over $4 billion in US energy infrastructure, jobs, and supply chains. This includes revitalization of the South Brooklyn Marine Terminal.
